12th CEP Electronic Monitoring Conference: presentations, workshop results and pictures are online!
From 23rd until 25th May 2022 CEP organized, after 2 postponements due to the Covid-19 pandemic, its 12th European conference on Electronic Monitoring in the wonderful city of Helsinki, Finland. The event was attended by nearly 230 participants coming from 36 different jurisdictions all over the world. The conference was jointly organised with the Criminal Sanctions Agency of Finland and the theme of this year was ‘Electronic Monitoring and probation goals: a symbiotic relationship’.

Electronic Monitoring and probation goals: a symbiotic relationship
From 23rd until 25th May 2022 CEP organized, after 2 postponements due to the Covid-19 pandemic, its 12th European conference on Electronic Monitoring in Helsinki, Finland. The event was attended by nearly 230 participants coming from 36 different jurisdictions all over the world.
The opening session was done by the director of the Finnish Criminal Sanctions Agency, Mr. Arto Kujala, who welcomed everyone to Finland. After that, two plenary sessions took place, one on the Finnish approach towards Electronic Monitoring and the other one on ethics.
The second conference day started off with a session on “novel technologies supporting probation goals”, after which Professor Mike Nellis spoke about Electronic Monitoring, Artificial Intelligence and probation practice.
The afternoon was reserved for workshops during which the participants actively discussed on topics presented in the plenary sessions.
The third and last day started with a presentation delivered by the Nordic countries: Finland, Sweden and Norway, who spoke about engagement with electronic monitoring and allied technologies. After that a second round of workshop sessions took place, one on Alcohol Monitoring and the second one on Staff user’s engagement.
The atmosphere during the conference was very good – it was clear that people very much enjoyed to meet, talk and network. During all breaks they could visit the stands of Attenti, G4S, SuperCom, Buddi and Track Group – companies whose financial support had made it possible to organize the event.

Framework Decisions
CEP Updates Framework Decision 947 Guides

CEP has released updated versions of its guides for persons under probation supervision and for probation staff, reflecting its continued commitment to cross-border cooperation in criminal justice. These revisions aim to promote broader use of Framework Decision 947, which facilitates the mutual recognition of probation measures and alternative sanctions across EU member states.
