Representatives from CEP participated in the 14th Plenary Meeting of the Council for Penological Co-operation (PC-CP), held at the Council of Europe from November 5–7. CEP was represented by Secretary General Jana Spero Kamenjarin, with CEP President Annie Devos, Board Members Danijela Mrhar Prelic and Daniel Danglades, and Ambassador Steve Pitts also in attendance.
The Secretary General delivered a presentation on the European Probation Rules. Under the authority of the Committee of Ministers and the European Committee on Crime Problems (CDPC), the PC-CP group has been tasked with revising the Council of Europe Probation Rules by the end of 2027. As a PC-CP observer, CEP will conduct a survey across all member countries to assess practitioners’ needs in this area.
Ambassador Steve Pitts presented the Building Probation Capacity paper, which is available on the CEP website.
Board Member Daniel highlighted the work of the Expert Group on Foreign Nationals in Prison and Probation (a joint initiative between CEP and Euro) in preparation for the upcoming revision of CM Recommendation CM/Rec(2012)12 on foreign prisoners. He also emphasized the insights from the recent workshop held in Vienna in October.
