CEP at the 16th Plenary Meeting of the Council for Penological Co-operation

From 3 to 5 November 2026, representatives of the Confederation of European Probation (CEP) participated in the 16th Plenary Meeting of the Council for Penological Co-operation (PC-CP).

The delegation included Ms Jana Spero Kamenjarin, CEP Secretary General; Ms Annie Devos, CEP President; Mr Daniel Danglades, CEP Vice-President; and Ms Danijela Mrhar-Prelić, CEP Vice-President.

Several important topics and developments were discussed during the meeting.

The Terms of Reference for the PC-CP for 2028–2031 were accepted, setting the direction for the committee’s future work.

SPACE statistics: The importance of reliable data

Mr Marcelo Aebi presented the SPACE statistics, highlighting the importance of member states submitting accurate data in a timely manner. Reliable statistics are essential for understanding developments in European prison and probation systems. CEP is pleased to continue promoting the importance of SPACE statistics and will include the value of cooperation between national representatives and the SPACE team in its upcoming activities.

A step forward for foreign nationals in probation

Another important achievement was the finalisation of the revised Recommendation concerning Foreign Prisoners and its Explanatory Memorandum. The revised text also includes provisions concerning foreign nationals in probation, an important step in ensuring that probation is recognised within European standards addressing this group. Congratulations to our Vice-President, Mr Daniel Danglades, for his dedicated work as one of the Council of Europe experts involved in developing and presenting the document.

Revision of the Council of Europe Probation Rules

The revision of the Council of Europe Probation Rules and their Commentary was also presented by Ms Danijela Mrhar-Prelić, CEP Vice-President, and Ms Iuliana Cărbunaru, former CEP Vice-President. Both are members of the PC-CP Working Group and are directly involved in the revision. For the first time, the Working Group members themselves are leading this process without external experts. We are particularly proud that the CEP survey has served as the basis for this important work, ensuring that the perspectives of probation professionals across Europe contribute to the revision.

These developments represent important progress for probation at the European level and underline the value of continued cooperation between the Council of Europe, national authorities and probation professionals.

Understanding Youth Radicalisation: What Can Probation Services Do? | New Report from CEP’s Expert Group

27/10/2026

In recent decades, the violent radicalisation of juveniles and young adults has become a pressing concern for policymakers, researchers, practitioners, and communities worldwide. While considerable attention has been devoted to psychological vulnerabilities, socio-economic marginalisation, and community-level influences, the broader context in which violent radicalisation develops is often overlooked. At the same time, the increasing involvement of young people in violent extremist offences highlights the urgent need for effective prevention efforts. Addressing youth radicalisation has become a complex and evolving challenge for families, educators, mental health professionals, law enforcement agencies, probation services, and security authorities.

Reflections on the European Society of Criminology Conference 2026 | From Criminological Research to Probation Practice

26/10/2026

At CEP, we are fascinated by research from across Europe and beyond, and by helping it reach the people who can use it. Ruth Armstrong, CEP Research and Policy Officer, went to the 26th Annual Conference of the European Society of Criminology (EuroCrim 2026 – Working Group on Community Sanctions and Measures) that took place in Warsaw, Poland, from 9–12 September 2026.

Against a backdrop of overcrowded prisons and net-widening (with ever more people drawn into supervision), three questions kept coming up in the research: how time shapes justice, what we mean by success, and how we define harm.
