CEP at the 28th CoE Conference of Directors of Prison and Probation in Berlin (CDPPS)

The event was titled “Management of Prisons and Probation: New Challenge and Innovative Responses” and took place on 6-7 June 2023 in Berlin.

The Conference was held in plenary sessions and in workshops. The six workshops dealt with medical care, including remote medical care; ways to decrease the penal response to offending; dealing with sex offenders and with gender-based violence; dealing with drug addiction; social reintegration and the use of restorative justice.

The Conference was opened to invited participants only: Directors of the Prison and Probation Services of the Council of Europe member and observer States as well as representatives of the European Union, the United Nations, the European Organisation of Prison and Correctional Services (EuroPris), the International Corrections and Prisons Association (ICPA) and the Confederation of European Probation (CEP).

CEP president Annie Devos, CEP SG Jana Spero and CEP Board member Daniel Danglades had the role of moderators. Additionally,  CEP Board member Joachim Tein was one of the speakers. Also present was CEP Vice-president Marta Ferrer and CEP Board member Danijela Mrhar Prelić.

Recap: Workshop on Caseload and Workload

On 27 and 28 May 2026, Bucharest hosted the CEP Workshop on Caseload and Workload: Supporting Sustainable Probation Through the Human Dimension. With 40 participants representing 18 European jurisdictions, as well as delegates from South Korea, the workshop offered opportunities to exchange knowledge and develop strategies to manage the increasing caseload and workload in probation. Designed as an interactive space, it provided participants – practitioners, managers, researchers and experts – with reflections on current pressures within probation services and it explored practical, evidence‑informed solutions from across Europe.

Recap: Expert group on Caseload and Workload

On Tuesday 26 May 2026 CEP Expert Group on Caseload and Workload gathered in Bucharest, Romania, for its annual face-to-face meeting, held ahead of the Workshop on Caseload and Workload: Supporting Sustainable Probation Through the Human Dimension. Hosted by the National Probation Directorate, Ministry of Justice, Romania, the meeting was opened by the Deputy Director Diana Mustatea and CEP Secretary General Jana Špero Kamenjarin. They both stressed the importance and relevance of the topic in supporting effective and sustainable approaches to caseload and workload management, contributing to improved outcomes for both staff and service delivery.
