CEP at the 13th Plenary Meeting of the Council for Penological Co-operation (PC-CP)

From October 10th to 12th, 2023, CEP Secretary General Jana Spero attended the 13th Plenary Meeting of the Council for Penological Co-operation (PC-CP) in Paris, France. CEP President Annie Devos participated in the meeting as the Vice-Chair of PC-CP, and CEP Board member Daniel Danglades represented France.

Key Attendees and Representatives

During the meeting, representatives discussed the Draft CM Recommendation on the management of mental disorders and the promotion of positive mental health by the prison and probation services, as well as the Draft CM Recommendation on the ethical and organizational aspects of the use of AI by the prison and probation services and its commentary. Both draft documents were presented by scientific experts who had drafted them and were discussed by the representatives.

Preparations for the Next CDPPS

Participants were also informed about the preparations for the next CDPPS, which will be held in Sofia, Bulgaria, on June 25th-26th, 2024. Gustav Tallving, the Executive Director of EuroPris, gave a presentation on organized crime in prisons, and Raluca Ivan from the Council of Europe presented cooperation activities.

CEP Updates and the World Congress on Probation and Parole 2024

CEP provided updates to participants on upcoming CEP events and the World Congress on Probation and Parole in 2024.

Election of New PC-CP Members

Regarding the election of new members of PC-CP, it was emphasized that four new members will be elected, and nominations should be submitted in written form to the Council of Europe.

This marked the last meeting for PC-CP Chair Nadya Radkovska and Vice-Chair Annie Devos. It was announced that the new PC-CP Chair will be Laura Negredo, and the new Vice-Chair will be Maria Lindström.

The session led by Ms. Marina Pajoni from the French Prison and Probation Service titled „Problem Solving Justice in Pracitce: The Meuse Probation Service´s Approach to Drug Addiction“ introduced an innovative programme developed by the Meuse Probation Service in close cooperation with the French Ministry of Justice.
