Jana Špero as the new CEP Secretary General

Utrecht (The Netherlands) September 2022 – CEP is pleased to announce Jana Špero as the new Secretary General (SG). Effective September 1st 2022, Ms Špero will step into the shoes of our retiring SG, Willem van der Brugge, and she will be the eleventh SG of CEP.

Jana Špero was the Director-General for Prisons and Probation in Croatia and board member/Vice-President of CEP. She is Master of Law and Master-Specialist of Criminal Investigation. As an International Consultant of the Council of Europe she was involved in different activities regarding the development of probation services: workshops, round tables and projects. She has been engaged as an expert in Bosnia and Herzegovina, Montenegro, Bulgaria, North Macedonia, Greece and other countries. Jana was also engaged as a TAIEX expert on probation and she has excellent cooperation with UNAFEI. She has been presenting Croatian Probation Service in many international conferences and was representative of Croatia in different international projects (STREAM Project, ISTEP etc.). She was the Project leader of the different EU Projects (IPA, Transition Facility, ESF) and Norway Grants Projects aimed to support  development and strengthening of the Probation Service in Croatia. On regular basis she is speaker/lecturer at seminars and workshops regarding the probation in Croatia.

“I am expecting that Jana will build on the efforts already made to have a robust organization, oriented on ethics and integrity and valuing the diversity of us, professionals from the member organizations.” said Iuliana Carbunaru, CEP board member and Probation Inspector for the National Probation Directorate, Romanian Ministry of Justice. “I hope that Jana`s new role within the CEP will inspire more women to embrace a management career in our challenging but rewarding area of criminal justice and will continue to support the professionalization of our services!”

Fergus McNeil, CEP board member and Professor of Criminology and Social Work, University of Glasgow said “Jana’s track record as an imaginative, dynamic and effective leader of the development of probation in Croatia— and her proven commitment to probation’s worth and to its European values — make her the perfect fit for CEP as we seek to support probation in Europe to play its part in delivering justice and safety for all”.

Ms Špero brings years of progressive experience in probation. And she will continue to be the voice of probation in Europe by maintaining, promoting and expanding the CEP network, stimulating the exchange of knowledge on probation and be a partner in relevant EU projects.

Day 2 of the 7th World Congress on Probation and Parole in Bali, Indonesia.

 brought further reflection and exchange on the role of probation and community-based approaches in supporting rehabilitation and social inclusion.

CEP President Annie Devos and Vice-President Daniel Danglades continued their daily coverage on Division_Y, sharing key insights from discussions at the Congress.

A central theme highlighted during Day 2 was the importance of focusing on what works in practice, and how effective integration requires active participation in society. As discussed, professional probation practice is not only about systems and structures, but about placing the person at the centre, responding to individual needs, and recognising rehabilitation as a journey within the community.

CEP Vice-President Daniel Danglades also reflected on the role of community-based approaches such as the Japanese Hogoshi system, underlining the value of strong volunteer engagement in supporting reintegration.

The World Congress on Community Volunteers, held as part of the World Congress on Probation and Parole in Bali, was also highlighted during the day, with the session moderated by CEP Vice-President Daniel Danglades. This further underlines CEP’s commitment to strengthening the role of community volunteers at an international level.

CEP continues to follow the Congress closely and will provide daily updates throughout the week until 17 April.

Recap: CEP Expert Group on Mental Health in Probation Meets

On 8–9 April 2026, the Expert Group on Mental Health in Probation convened in Dublin, Ireland, hosted by the Irish Probation Service. The meeting brought together 7 expert members from 7 European jurisdictions, Portugal, Ireland, Türkiye, Germany, Poland, Northern Ireland, England and Spain (Catalonia), alongside distinguished external speakers from international and academic institutions.

Chaired by Ana Cristina Neves, Head of Service at the Directorate-General of Reintegration and Prison Services (DGRSP), Portugal, the meeting provided a focused and collaborative space to reflect on the group’s progress, consolidate key outputs, and define strategic priorities for the upcoming 2026–2028 mandate.
