CEP at the 2026 European Symposium on Detention Houses
On 21–22 April 2026, CEP participated in the 2026 European Symposium on Detention Houses organised by RESCALED in Tirana, Albania.
Held under the theme “Sustainability and Justice”, the Symposium focused on promoting detention houses as a sustainable and humane alternative to large-scale prison institutions, bringing together justice practitioners from across Europe to discuss innovative approaches to detention and reintegration.
Secretary General Jana Spero Kamenjarin and Vice-President Daniel Danglades represented CEP. Mr Danglades contributed as a panellist in the opening session, Ideas of Change 1 – People: If Justice Began with Belonging.
During the event, RESCALED launched the #1000HOUSES campaign, a Europe-wide call to replace 100 prisons with 1,000 detention houses by 2030, backed by 10,000 commitments for change.

The use of community sanctions and measures that allow individuals to remain in the community – also known as alternatives to imprisonment – continues to grow overall in Europe, although at a moderate pace, according to the latest Council of Europe annual penal statistics on persons under the supervision of probation agencies (2025 SPACE II survey).
