CEP at EL PACCTO Webinar

On 25 February 2026, the European Union–funded EL PACCTO 2.0 Programme (Technical Assistance against Transnational Organised Crime) organised a webinar on alternative measures in the Caribbean.

In 2025, EL PACCTO 2.0 conducted a comprehensive assessment of alternative measures across the Caribbean region. During the webinar, programme experts presented the key findings of this study and facilitated an exchange among probation and parole professionals on recent developments, challenges, and best practices.

The Confederation of European Probation (CEP) was pleased to note that one of EL PACCTO 2.0’s leading experts is former CEP Secretary General, Leo Tigges.

The webinar also featured a presentation on the work of Caribbean Association of Probation and Parole (CAPP), a regional organisation established in 2024 to strengthen cooperation among probation and parole services in the Caribbean. In addition, Jana Spero Kamenjarin, the Secretary General of Confederation of European Probation (CEP) introduced CEP’s work and highlighted the importance of international collaboration in advancing effective probation practices. She shared good examples of probation development with the help of the CEP – oldest and largest umbrella network for probation organisations in Europe.

Participants explored “what works” in probation, shared practical experiences, and discussed the implementation of alternative measures within both Caribbean and European probation systems. The webinar reaffirmed the value of cross-regional dialogue in promoting evidence-based approaches and strengthening probation services worldwide.

Recap: Expert Group meeting on Violent Extremism

On 12–13 March 2026, the Expert Group on Violent Extremism convened for an in‑person meeting in Bucharest, Romania. Hosted at the University of Bucharest, the meeting brought together practitioners and representatives from across Europe to finalise the overview of best practices for preventive interventions targeting juveniles and young adults up to the age of 26 under probation. Building on the extensive discussions and progress made in 2025, the group worked collaboratively to bring the document to completion.

Recap: CEP Expert Group meeting at ATGV Antalya

The CEP Expert Group on Electronic Monitoring, along with representatives of the CEP Office led by Mr. Daniel Danglades, CEP Vice-President, visited the Education and Social Facility of the Ministry of Justice in Türkiye – ATGV Antalya. The host country was represented by a high-level delegation, including Deputy Director General Mr. Fatih Güngör, Head of the Turkish Probation Department Dr. Hüseyin Şık, Member of the CEP EM Expert Group Ms. Elçin Kilecioğlu, as well as the Director and representatives of the ATGV facility, and officials from the courts, prosecution, and probation services in Antalya.
