CEP Annual Report
The Confederation of European Probation (CEP) has published its Annual Report 2025, showcasing a year marked by growth, cooperation, and continued commitment to strengthening probation across Europe.
Bringing together more than 100 member organisations across 42 countries and 59 jurisdictions, CEP continued to serve as a central platform for knowledge exchange, professional development, and collaboration within the European criminal justice field.
Throughout 2025, CEP delivered an extensive programme of conferences, workshops, expert meetings, and trainings—both online and in person—reaching probation professionals across Europe and beyond. Key topics included alternatives to detention, mental health, digitalisation, gender-based violence, and the transition from prison to probation. The organisation also successfully concluded the CoPPer project, promoting community volunteering as a tool to support rehabilitation and social reintegration.
Strengthening partnerships remained a cornerstone of CEP’s work. Through long-standing cooperation with organisations such as EuroPris and the European Forum for Restorative Justice, and engagement with institutions including the European Commission and the Council of Europe, CEP continued to amplify the voice of probation at both national and European levels.
A major milestone in 2025 was the launch of CEP’s redesigned website, enhancing accessibility to its growing knowledge base and supporting increased engagement—reflected in over 113,000 page views during the year.
As highlighted by CEP President Annie Devos, the achievements of 2025 reflect the dedication and expertise of probation professionals across Europe, whose work continues to support safer communities and more effective, humane justice systems.

CEP at the 2026 European Symposium on Detention Houses

On 21–22 April 2026, CEP participated in the 2026 European Symposium on Detention Houses organised by RESCALED in Tirana, Albania.
Held under the theme “Sustainability and Justice”, the Symposium focused on promoting detention houses as a sustainable and humane alternative to large-scale prison institutions, bringing together justice practitioners from across Europe to discuss innovative approaches to detention and reintegration.

On 21 April 2026, the Education and Training Expert Network in Probation held its second online meeting, bringing together representatives from CEP member organisations and experts involved in the training of probation professionals across Europe. The meeting marked the beginning of a new working cycle for the network, under the leadership of its Chair, Cédric Le Bossé, and provided an important opportunity to collectively reflect on its future direction.

CEP Member visit to the Probation Service in Albania

On 22 April 2026, the Confederation of European Probation carried out a member visit to the Probation Service in Albania, where the delegation was warmly welcomed by Ms Irma Bime, newly appointed Director General for Probation, Mr Eris Sheshi, Director of Electronic Monitoring and Ms Drisilda Memollari, Head of the Probation Office in Tirana.
CEP was represented by Ms Jana Spero Kamenjarin, Secretary General, and Mr Daniel Danglades, Vice President.
