Exclusive to CEP Members | Apply to host the 2026 Electronic Monitoring Conference

The Confederation of European Probation (CEP) is excited to invite proposals from CEP members interested in hosting the prestigious 14th CEP Electronic Monitoring Conference, scheduled for September/October 2026.

Since its inception in 1998, the CEP EM Conference has become the leading platform for European and international experts to exchange insights on the evolution of Electronic Monitoring (EM). From discussions on best practices and ethical considerations to exploring innovative applications in mental health, domestic violence prevention, counter-terrorism, and rehabilitation, the conference continues to shape the future of electronic monitoring in justice systems.

The Evolving role of Electronic Monitoring

Over the years, Electronic Monitoring (EM) has developed into a widely utilized tool across multiple fields, including mental health interventions, domestic violence prevention, counter-terrorism efforts, and rehabilitation for juveniles and victims of domestic violence. This expansion has raised both new challenges and opportunities for probation services, prompting critical discussions:

  • How does EM transform, enhance, or redefine traditional probation roles?
  • To what extent should police, families, and social services be involved in supervising monitored individuals?
  • What are the most effective ways to provide support and supervision for monitored individuals?

EM is also a catalyst for multi-agency and multi-sector collaboration, bridging public policy and social services to ensure a holistic approach to offender management. The conference serves as a forum to explore these developments, exchange best practices, and drive further innovation in the field.

Conference duration & expected attendance

The CEP Electronic Monitoring Conference typically spans three days, featuring a mix of keynote speeches, panel discussions, and workshops. It is expected to welcome around 250 participants, including policy experts, criminal justice professionals, researchers, and technology specialists from across Europe and beyond. Besides an inspiring programme there will be a large marketplace with several companies showcasing their electronic monitoring equipment and services. The host organization should ensure that the venue and logistics can support this format while fostering engaging and dynamic discussions.

Funding and Support

The organization of the EM conference is mainly financed by sponsoring companies that provide electronic monitoring equipment and services. As a result, we would therefore only ask your support in terms of involvement in the programme by having a representative join the Expert Group on EM, assisting with approaching local suppliers and venues and providing assistance with the logistical preparation and execution.

Selection criteria

Applications will be assessed based on:

  • Organizational capacity: Experience in hosting large-scale international conferences, ensuring smooth execution.
  • Location suitability: Accessibility, infrastructure, and accommodation facilities for international attendees.

Who can apply?

We welcome applications from organizations with:

  • A strong connection to the electronic monitoring and criminal justice sectors.
  • Experience in organizing major international conferences.
  • Capacity to manage logistics, programming, and delegate engagement.
  • A commitment to inclusive and forward-thinking discussions.
  • And most importantly, they are CEP members!

Recap: CEP Expert Group meeting at ATGV Antalya

The CEP Expert Group on Electronic Monitoring, along with representatives of the CEP Office led by Mr. Daniel Danglades, CEP Vice-President, visited the Education and Social Facility of the Ministry of Justice in Türkiye – ATGV Antalya. The host country was represented by a high-level delegation, including Deputy Director General Mr. Fatih Güngör, Head of the Turkish Probation Department Dr. Hüseyin Şık, Member of the CEP EM Expert Group Ms. Elçin Kilecioğlu, as well as the Director and representatives of the ATGV facility, and officials from the courts, prosecution, and probation services in Antalya.

Recap: CEP Expert Network on Education and Training in Probation meets with the European Commission to discuss the EU Judicial Training Strategy

On 11 March 2026, the CEP Expert Network on Education and Training in Probation met online with more than 20 participants from Belgium, Denmark, Sweeden, France, Romania, Croatia, Catalonia, Poland, United Kingdom and Türkiye to exchange views with the European Commission on the newly adopted EU Judicial Training Strategy 2025–2030.

The meeting provided a valuable opportunity for representatives of probation training institutions across Europe to engage directly with European Commission officials and discuss how the strategy may impact the training of probation and prison staff in the coming years.

Understanding the needs of girls and young women in youth justice

New research highlights the underlying needs that influence girls’ and young women’s contact with youth justice systems and calls for more gender responsive approaches in policy and practice. Drawing on a review of recent studies, the authors identify several factors shaping girls’ pathways into the justice system, including persistent abuse, trauma, gendered expectations, and systemic failures. Girls involved in youth justice are often affected by multiple forms of victimisation, such as sexual abuse, neglect, and domestic violence, with experiences frequently beginning in early childhood.
