Work Programme 2025 adopted for both the Justice and CERV programmes

The CERV programme is the biggest EU fund ever available for promoting and protecting EU rights and values. Together with the Justice programme, it contributes to build a Union of Justice, Rights and Values. On 18 July, the Commission adopted the Work Programme (WP) 2025 of the Justice and CERV programmes. For both programmes, the WP 2025 has been added to the previously adopted WP 2023-2024 to better align the planned budget for those two years to the current implementation needs. For CERV, a new action has been added in the WP for the year 2024: the EU financial contribution to the Istanbul Convention (to which the EU accessed on 1 October 2023 and ratified through Decisions (EU) 2023/1075 and 2023/1076).
In total, 40 650 000 EUR in 2025 are available to support the policies of the Justice programme. For the CERV programme and its policies, 224 811 741 EUR in 2025 are available.We have prepared an indicative calls planning for 2025 for both the Justice and CERV programmes (see below).
Please note that the budget indicated under each call is indicative and is subject to the adoption of the 2025 budget by the budgetary authority.

Recap: Workshop on Caseload and Workload

On 27 and 28 May 2026, Bucharest hosted the CEP Workshop on Caseload and Workload: Supporting Sustainable Probation Through the Human Dimension. With 40 participants representing 18 European jurisdictions, as well as delegates from South Korea, the workshop offered opportunities to exchange knowledge and develop strategies to manage the increasing caseload and workload in probation. Designed as an interactive space, it provided participants – practitioners, managers, researchers and experts – with reflections on current pressures within probation services and it explored practical, evidence‑informed solutions from across Europe.
