Webinar on Risk and Needs Assessment in Probation
On Wednesday 15th November 2023 CEP organized a webinar on Risk and Needs Assessment in the Probation field, an important topic for both CEP members and the European Commission DG Justice and Consumers.
With overwhelming caseloads, probation officers may need risks and needs assessment tools as they provide an important data point in the effort to identify the risk factors for criminal recidivism, protective factors and needs and assign an appropriate level of supervision. Nowadays, there are a plethora of assessment tools, reflecting the diversity of offending and service users. There are general assessment tools and specialist ones (such as those for sexual offenders, domestic violence perpetrators, extremists, or for the various forms of mental illness and learning disability).
CEP gathered experts on the topic of assessment and brought a focus from different angles, and perspectives. CEP invited two European experts from Belgium and The Netherlands respectively, and had also a Special Guest from outside Europe, from New Zealand, sharing their experience about the Department of Corrections journey with risk assessment in New Zealand and the lessons they learnt along the way.

The use of community sanctions and measures that allow individuals to remain in the community – also known as alternatives to imprisonment – continues to grow overall in Europe, although at a moderate pace, according to the latest Council of Europe annual penal statistics on persons under the supervision of probation agencies (2025 SPACE II survey).

Adoption of the revised Victims’ Rights Directive and call for evidence on EU strategy on victims’ rights

The Council of the European Union has formally approved a new directive strengthening the rights of victims of crime across the EU. The updated law improves access to information, support, and protection by introducing an EU-wide victim support helpline (116 006), making it easier to report crimes through digital tools, strengthening safeguards for victims’ personal data, expanding child-friendly support services, improving access to legal aid, and helping ensure that victims receive compensation more quickly.
This directive updates the 2012 EU Victims’ Rights Directive and aims to ensure that victims receive more consistent and effective support across all Member States. Following its publication in the Official Journal, Member States will have 24 months to transpose the new rules into national law.
