Invitation to submit a proposal to conduct the CEP Evaluation Audit
Dear CEP member,
With this letter, we would like to invite you to submit your proposals to conduct an evaluation of the CEP work programme in order to grow and develop as an organisation. The aim is to evaluate and report on the CEP’s internal operational performance in 2023.
The topic for the 2023 Evaluation Audit
For the 2023 work programme evaluation audit, CEP will evaluate Privacy, GDPR and information security of the information and data that are publicly available on its website and in its communication channels.
CEP has a network of organisations and persons to cooperate with, and for the purpose of its work, it gathers various data and information via online questionnaires and forms that are then shared/published/disseminated to its members. The objective is to evaluate that the information and data are handled using appropriate consents, technical and organisational safety measures, and to get advice on this topic for the future.
Documents to be submitted:
1) A short CV of the candidate in English
The candidate to carry out the audit does not have to be a CEP member (e.g. an employee of the CEP member organisation, individual or associate member etc), however, any external organisation or individual to conduct the audit has to be nominated/indicated by the CEP member.
2) Methodology including timeline
The evaluation audit should, as a minimum, include interviews with CEP members concerning regional balance, CEP staff and Board Members, review of documents and other materials furnished by CEP, discussions with partners, stakeholders and experts, group consultations, questionnaires – all work forms and options that are considered useful and appropriate for the evaluation´s purpose. Meetings and consultations may be conducted via Zoom, video conference or telephone, face-to-face if necessary.
Deadlines
The work must be completed between 1st December 2023 and 31st January 2024. The Evaluation Audit Report, with recommendations, must be submitted to the Secretary General on behalf of the CEP Board by
1st February 2024 at the latest.
Proposals to conduct the evaluation, with an outline of the proposed programme of work, must be submitted to the CEP Secretary General
Ms. Jana Špero via secr@cep-probation.org by 5 pm (CET) on Wednesday 22 November 2023.
Feedback on the proposals and the announcement of the chosen successful candidate will be done by Wednesday 29 November 2023.

CEP actively participated in the meeting of the Council of Penological Co-operation (PC-CP) of the Council of Europe. Through its involvement, the organisation contributes meaningfully to the work of the PC-CP by representing the voices and professional experience of probation practitioners across member countries and jurisdictions. CEP Vice-President Ms Danijela Mrhar Prelić is a member of the PC-CP Working Group and actively participates in all meetings.

On Thursday 22 January, CEP hosted the first webinar of 2026 on the topic of Alternatives to Detention. The session led by Ms. Marina Pajoni from the French Prison and Probation Service titled „Problem Solving Justice in Pracitce: The Meuse Probation Service´s Approach to Drug Addiction“ introduced an innovative programme developed by the Meuse Probation Service in close cooperation with the French Ministry of Justice.
