CEP at 42nd PC-CP Working Group Meeting
The Council for Penological Co-operation (PC-CP) Working Group held its 42nd meeting from 15–17 September 2026 in Strasbourg. CEP was represented by Secretary General Jana Špero Kamenjarin.
One of the main items on the agenda was the first reading of the draft revised Council of Europe Probation Rules and their Commentary. The revision builds on the survey prepared and analysed by CEP. CEP continues to contribute actively to the process, with CEP Vice-President Danijela Mrhar Prelić and former Vice-President Iuliana-Elena Cărbunaru involved in the further drafting work.
The Working Group also continued its work on the revision of the Recommendation concerning Foreign Prisoners and its Explanatory Memorandum. The revised text will also address foreign persons under probation. CEP Vice-President Daniel Danglades, one of the Council of Europe experts involved in the revision, contributed to the discussions and presented the section related to probation.
The meeting also included presentations on developments in the Estonian Prison and Probation Service, the work of the UN Subcommittee on Prevention of Torture, and Penal Reform International’s work on women in prison and prison labour.
Finally, participants discussed priorities for future work and preparations for the next Conference of Directors of Prison and Probation Services (CDPPS), which will take place in Dublin, Ireland, on 2–3 June 2027.
CEP is pleased to continue contributing to the work of the PC-CP and to the development of European standards in probation.

The 22nd episode of Division_Y features Bernd Kammermeier from Rostock, Mecklenburg-Western Pomerania.
Bernd is a unionist, practitioner and academic expert on supervision of conduct (Führungsaufsicht) in Germany. His recent PhD thesis examines the development and legal framework of this important instrument.

CEP at Kick-off Meeting for the 2026 Operating and Action Grants

On 16 and 17 October, the Project and Policy Officers of the European Commission’s Directorate-General for Justice and Consumers (DG JUST) organised the Kick-off Meeting for the 2026 Operating and Action Grants. Opened with a video message from Commissioner McGrath, the meeting covered a range of topics related to project management, including reporting requirements and horizontal priorities such as gender mainstreaming, EU values, and the EU survey. Last but not least, participants were presented with the future developments of AgoraEU and the Justice Programmes under the new Multiannual Financial Framework (MFF) starting in 2028.Â
