In Memoriam: Nico van Zelst, Founder and former Secretary General of CEP
It is with great sadness that CEP announces the passing away of Mr. Nico van Zelst, one of the founders of CEP, on 14th December 2021 at the age of 92.
Nico was closely involved in the setting up of CEP 40 years ago (in 1981) and it was thanks to his enthusiasm and hard work that CEP was able to grow into the large and Europe-wide probation organisation that it is now.
The start
“More than forty years ago, we started working to set up the European Probation Service“, were Nico’s words in his written speech during the CEP 40 years anniversary conference in Paris in November 2021, where he unfortunately could not be present. “In 1979, when I was serving as the director of the Dutch probation service, we discovered that there were 500 Dutch inmates abroad. And so I created a special group to help our citizens in foreign prisons. After that, I discovered that there were a few thousand foreign nationals in Dutch prisons. And that was the sign to create European cooperation. We officially started this European Conference for Probation and Aftercare in the Abbaye de Royaumont near Paris, in 1981.“
In 1989, Nico retired from the Dutch Probation Service, and the Queen of the Netherlands gave him a high decoration for all the work he had done. Also he was nominated by the Queen to serve as a judge and magistrate in the Netherlands.
Nico fell ill shortly before the CEP anniversary conference at the Abbey du Royaumont – an event that he had so much been looking forward to. The speech that he had prepared has been spoken out by CEP Secretary General Willem van der Brugge during the official dinner.
CEP will always remember Nico van Zelst with pride and gratefulness.

In recent decades, the violent radicalisation of juveniles and young adults has become a pressing concern for policymakers, researchers, practitioners, and communities worldwide. While considerable attention has been devoted to psychological vulnerabilities, socio-economic marginalisation, and community-level influences, the broader context in which violent radicalisation develops is often overlooked. At the same time, the increasing involvement of young people in violent extremist offences highlights the urgent need for effective prevention efforts. Addressing youth radicalisation has become a complex and evolving challenge for families, educators, mental health professionals, law enforcement agencies, probation services, and security authorities.

Reflections on the European Society of Criminology Conference 2026 | From Criminological Research to Probation Practice

At CEP, we are fascinated by research from across Europe and beyond, and by helping it reach the people who can use it. Ruth Armstrong, CEP Research and Policy Officer, went to the 26th Annual Conference of the European Society of Criminology (EuroCrim 2026 – Working Group on Community Sanctions and Measures) that took place in Warsaw, Poland, from 9–12 September 2026.
Against a backdrop of overcrowded prisons and net-widening (with ever more people drawn into supervision), three questions kept coming up in the research: how time shapes justice, what we mean by success, and how we define harm.

📢 Have you registered yet? CEP’s final workshop of 2026 takes place on 24 November in Barcelona, bringing together professionals to explore how technology is being used across probation services in Europe.
The Workshop on Alternatives to Detention and Technologies: Deep Diving into New Trends will look beyond artificial intelligence to examine the different ways technology is shaping probation practice, from staff training to working with clients and collaborating with other criminal justice partners.
