Launch of the Expert Group on Mental Health in Malta
On the 12th and 13th of February 2019, CEP held its first Expert Meeting with the Expert Group Mental Health in Probation in Valletta, Malta. Participants from nine different countries attended the meeting. All of them gave a presentation about mental health in probation in their own jurisdiction based on six question that were asked in advance. These were about general information, policy and research, training and expertise, treatment, main challenges and plans for the future.
On the first day, CEP Secretary General Willem van der Brugge, held speeches about policies and regulations on Mental Health in prison and probation in Europe and about the treatment of the mental health offenders along history, research, practice and the approach of handle with care.
European probation services nowadays are faced with large numbers of mentally ill people. Research has shown that the prevalence of various mental health problems among probationers is relatively high when compared to the general population. It is important to identify those who are sentenced for other crimes, but possibly have mental health problems. It is also essential that mental health needs of offenders are given a higher priority in terms of service delivery, education, staff straining and research, because working on mental health issues is also a way of reducing crime and especially recidivism.
Through the expert group on mental health in probation we want to:
- Raise awareness about mental health needs of offenders in probation;
- Increase knowledge in dealing with mental health issues in probation;
- Promote co-operation and the exchange of information between national and international organisations and groups that are working in the field of mental health;
- Liaise with state and non-governmental bodies as well as other experts who provide support for rehabilitation;
- Contribute to the training to improve work regarding mental health;
- Be an information resource on mental health in probation for benefit of CEP members and other relevant parties.

14th Electronic Monitoring Conference, Electronic Monitoring in a Changing World – Perception vs Reality

On 6-8 October 2026, Antalya hosted the 14th Electronic Monitoring Conference “Electronic Monitoring in a Changing World – Perception vs Reality”. More than 350 participants coming from 30 countries across Europe and worldwide representing probation services, Ministries of Justice, victims´ services, EM providers, researchers as well as local participants representing the Turkish Prison and Probation Service gathered to discuss how electronic monitoring (EM) is understood by all stakeholders involved including the victims and the public, and how these perceptions compare to the evidence and experiences of those affected. While the gap between perception and reality in electronic monitoring has been recognised for over a decade, the rapid expansion of EM into areas such as victim protection, high-risk supervision and digital innovation has brought new challenges and questions to the forefront.

Core Correctional Skills in Digital Probation: highlights from the 6th ITSCCS in Barcelona

The sixth International Training School on Core Correctional Skills (ITSCCS) took place in Barcelona from 28 September to 2 October 2026, bringing together 26 participants for a week of learning, practical training and international exchange. Organised by the Confederation of European Probation (CEP) and the Centre for Legal Studies and Specialised Training (CEJFE), the programme focused on “Clicks and Empathy: Core Correctional Skills in Digital Probation.”

Recap: ERA workshop on Framework Decisions 829 and 947 in Bucharest

CEP Vice-President Daniel Danglades, Ambassador Gerry McNally and Policy Officer Mirka Jakesova participated in the Seminar on Framework Decisions 829 and 947 and their Impact on Alternatives in the EU organized under the EU project run by the Academy of European Law on 28-29 September in Bucharest, Romania. The seminar brought together judges, prosecutors, probation practitioners, academics, and policy experts to discuss the growing role of alternatives to detention within European criminal justice systems.

CEP and Catalan justice leaders reaffirm longstanding cooperation

Representatives of the Confederation of European Probation (CEP) met with senior officials from the Catalan Department of Justice and Democratic Quality in Barcelona on 28 September 2026, alongside the opening of the sixth International Training School on Core Correctional Skills. The meeting offered an opportunity to recognise a longstanding partnership and discuss its continued development.
