CEP Participates in the 38th Meeting of the Council for Penological Co-operation (PC-CP) Working Group
The Confederation of European Probation (CEP) actively participated in the 38th Working Group Meeting of the Council for Penological Co-operation (PC-CP), held from 20–22 May 2025 at the Ministry of Interior in Madrid, Spain.
CEP was represented by Secretary General Jana Špero Kamenjarin, Board Member Daniel Danglades (Scientific Expert for the revision of the Recommendation on foreign nationals), and Board Member Danijela Mrhar Prelic (Member of the PC-CP Working Group). During the meeting, the group discussed two recommendations currently under revision: the Council of Ministers (CM) Recommendation on Education in Prison and the CM Recommendation concerning Foreign Prisoners. Secretary General Špero Kamenjarin presented a survey that will be distributed to the heads of Probation Services in Council of Europe member jurisdictions. It was agreed that the survey will be sent out in September 2025.
There were also presentations on a project related to transgender offenders in Malta, as well as a presentation from the UK titled “Red Lines: Capacity Management of Prisons and Probation in England and Wales.”
The Minister of the Interior of Spain addressed the group, emphasizing the significance of the PC-CP’s work and the importance of international cooperation in the fields of prison and probation.
As part of the programme, participants visited the Supreme Court of Spain. The visit provided insights into the Court’s work and an opportunity to admire the impressive architecture of the building. At the last part of the meeting, group had discussed the upcoming 30th CDPPS Conference that will be held in Krakow, Poland, on 24-25 September 2025.
