Call for papers | Workshop on Transition from Prison to Probation: Continuity of Care and Control
CEP and EuroPris, the two network organisations gathering probation and prison services from across Europe, invite you to submit your proposals to present in the Workshop on Transition from Prison to Probation: Continuity of Care and Control which will take place on 2 and 3 December 2025 in Barcelona, Catalonia-Spain.
The workshop will bring together professionals working primarily within prison and probation services who accompany the offenders in the process of reintegration into society from the day one of their sentence. Registration will open in May/June 2025.
Call for papers including instructions can be downloaded here. The deadline to submit is 14 April 2025 at mirka@cep-probation.org.
Objectives of the workshops are:
- to improve cooperation between prison and probation staff and impact of their work;
- to present good examples of continuity of care and control on transition from prison to probation including understanding the roles of care (rehabilitation) and control (supervision);
- to discuss the challenges with high-risk offenders and how to provide coordinated measures to contribute to successful transition, rehabilitation and reintegration (early release schemes, preventive detention etc);
- to learn about the ICT advancements which bring numerous opportunities for better collaboration between prison and probation services, especially for managing high-risk offenders and those involved in organized crime;
- to share good practices and discuss programs and initiatives (including medical, mental health, addiction, and other rehabilitation needs) that have proven successful in reducing recidivism and supporting the successful transition of individuals into society.
Target group
- Probation and prison staff;
- Social workers and NGO staff working inside prison, in probation and in the community;
- Restorative justice and victim support services;
- Other key criminal justice professionals.

The European Commission has launched a new call for proposals to support transnational projects in the fields of e-Justice, victims’ rights, and procedural rights.
With a total budget of €9.4 million, the call aims to fund projects that contribute to the digitalisation and effectiveness of justice systems, strengthen the protection of victims, and promote access to justice and judicial cooperation across Europe.

Delegation from Azerbaijan visits CEP Office in Utrecht

On 23 June, a delegation from Azerbaijan visited the CEP office in Utrecht, the Netherlands. The delegation included representatives of the Probation Service, Ministry of Justice of the Republic of Azerbaijan, a judge of the Supreme Court of the Republic of Azerbaijan and representatives of the Embassy of the Republic of Azerbaijan in the Netherlands. The visit to the CEP office was part of a broader learning programme with Reclassering Nederland.
