Out now: 2024 Report on European Judicial Training
The European Commission is proud to announce the publication of the 2024 report on European judicial training, which presents figures regarding training of justice professionals on EU law in 2023. It outlines the progress towards the objectives set within the European Judicial Training Strategy 2021-2024.
Here are key insights into EU justice professional training in 2023:
- 226,000 justice professionals (16.6% of all EU justice professionals) received training on EU law, showing a stable increase since 2020.
- A new milestone was reached: over 2 million justice professionals trained in EU law since 2011.
- A slight decrease in trained professionals, especially among judges, prosecutors, lawyers, and notaries, compared to 2022.
- Less than 50% of judges and prosecutors participated in continuing EU law training.
- A 25% increase in young professionals receiving initial EU law training from 2022.
- 63,000 participants (28.3%) of trained professionals were co-funded by the EU.
- Training participation varies across Member States and professions.
- More efforts are needed to meet EU judicial training strategy targets for 2021-2024.
- Digitalisation training remains low, with 4.9% of initial training and 2.5% of continuing training focused on digitalisation & AI.

Expert Group on Communication and Awareness-Raising

On 16–17 June 2026, the CEP Expert Group on Communication and Awareness Raising met in Bristol, United Kingdom, for a face-to-face meeting. The meeting was hosted by Interventions Alliance and chaired by Michael Baker, Deputy Chief Executive and Lead for Research and Communications, who also leads the Expert Group. Suki Binning, Chief Executive Officer of Interventions Alliance, also joined parts of the programme and welcomed the group during the visit.

During the visit, they met with Suki Binning, Chief Executive Officer, Ellie MacCarter, Chief Officer for Operations, Graham Wines, Chief Officer – People and Professional Standards, and Michael Baker, Deputy Chief Executive and Lead for Research and Communications, who also serves as Chair of CEP’s Expert Group on Communication and Awareness-Raising.

Beyond the Headset: What the VR-TooL Pilot Tells Us About the Future of Probation Training

This initiative is funded through the Erasmus+ project “Virtual Reality: A Tool in the Treatment of Offenders and Education of Probation Officers,” implemented in partnership with the Ministry of Justice, Public Administration and Digital Transformation of Croatia, ESC from Romania, and BeCure from Germany. It focuses on two main components: the development of VR content for offender rehabilitation programmes and VR-based training for probation officers.
The VR content is grounded in Core Correctional Skills and is designed to support both practical skill development and a rehabilitative approach. Virtual reality is introduced as an innovative complement to existing practice, enhancing offender treatment and professional training while supporting, rather than replacing, personal interaction.
