JUSTUS project in Norway
The Salvation Army in Norway has secured funding and ready to implement a new initiative – JUSTUS project.
Project description.
Through the JUSTUS project, Norwegian citizens in foreign prisons will be able to accept visits from a Norwegian-speaking chaplain while they are serving their sentence abroad. The frequency of the visits is approximately twice a year, but it is also possible to have contact via letter / video meeting (where this is permitted by the country’s authorities). The central offer in the Salvation Army’s prison work is the chaplaincy service, which includes regular visits to prisons, individual and group conversations, pastoral care, church services and activities. Our services are available to all inmates, regardless of beliefs (or luck thereof) or reasons for imprisonment. In the case of visits to foreign prisons, the offer to the inmate will consist of the opportunity to speak confidentially with a person who is subject to a duty of confidentiality. With an approach that focuses on caring for the whole person, we seek to see the person behind the actions that led to the conviction.
Reintegration
In the pre-release phase, the Salvation Army usually offers follow-up with a focus on establishing a good transition to life after prison. In JUSTUS, we will also be able to assist the inmate in planning their repatriation and provide practical assistance with airfare and necessary documentation and information for the return journey. We will ensure that the inmate has a place to live when they return, albeit temporarily, and we offer follow-up and guidance in relation to social rights in, for example, the Nation Social Services system.

On 8–9 April 2026, the Expert Group on Mental Health in Probation convened in Dublin, Ireland, hosted by the Irish Probation Service. The meeting brought together 7 expert members from 7 European jurisdictions, Portugal, Ireland, Türkiye, Germany, Poland, Northern Ireland, England and Spain (Catalonia), alongside distinguished external speakers from international and academic institutions.
Chaired by Ana Cristina Neves, Head of Service at the Directorate-General of Reintegration and Prison Services (DGRSP), Portugal, the meeting provided a focused and collaborative space to reflect on the group’s progress, consolidate key outputs, and define strategic priorities for the upcoming 2026–2028 mandate.
