Recap: Expert Group on Technology
On April 3rd and 4th, the Expert Group on Technology gathered in Riga, Latvia.

On the first day, discussions revolved around recent developments in technology and digitalization within respective jurisdictions. Members of the group were also given the opportunity to tour the premises of the State Probation Service of Latvia. During this visit, they gained insights into the case management system utilized and developed by the SPL, as well as the e-learning system designed for training Latvian probation specialists. Presentations were delivered by Emīls Kālis, Analyzer of Business Processes at SPS, and Dace Balančonoka, Head of the Division of Trainings and Research.
On the second day, the group proceeded with the ongoing work of drafting practice recommendations regarding technologies in probation. The document aims to support jurisdictions to reflect upon certain issues before developing and using technology, undergoing digitalisation or considering hybrid working models and it is to be presented during the Webinar on Technology (4th series) that will take place on 19 September 2024.
The expert group on technology has 7 group members representing Latvia, Finland, Northern Ireland, England and Wales, Croatia, Georgia and Austria. During the meeting in Latvia, two colleagues representing Northern Ireland and Austria could not be present. A new member nominated by Croatian Probation Service attended the meeting. A call for nominations on the 8th member of the expert group is to be open in the coming weeks.

CEP at the 2026 European Symposium on Detention Houses

On 21–22 April 2026, CEP participated in the 2026 European Symposium on Detention Houses organised by RESCALED in Tirana, Albania.
Held under the theme “Sustainability and Justice”, the Symposium focused on promoting detention houses as a sustainable and humane alternative to large-scale prison institutions, bringing together justice practitioners from across Europe to discuss innovative approaches to detention and reintegration.

On 21 April 2026, the Education and Training Expert Network in Probation held its second online meeting, bringing together representatives from CEP member organisations and experts involved in the training of probation professionals across Europe. The meeting marked the beginning of a new working cycle for the network, under the leadership of its Chair, Cédric Le Bossé, and provided an important opportunity to collectively reflect on its future direction.

CEP Member visit to the Probation Service in Albania

On 22 April 2026, the Confederation of European Probation carried out a member visit to the Probation Service in Albania, where the delegation was warmly welcomed by Ms Irma Bime, newly appointed Director General for Probation, Mr Eris Sheshi, Director of Electronic Monitoring and Ms Drisilda Memollari, Head of the Probation Office in Tirana.
CEP was represented by Ms Jana Spero Kamenjarin, Secretary General, and Mr Daniel Danglades, Vice President.
