Future of Criminal Justice: CEP’s Contribution to Key 2025 Dialogues
Throughout 2025, CEP and its representatives actively participated in the online Technical meetings ahead of the HLF as well as the High Level Forum on Future of Criminal Justice taking place on 4-5 March 2025, 20-21 May 2025 and 1-2 October 2025 in Brussels, Belgium.
The High-Level Forum on the Future of EU Criminal Justice began in February 2025 with the objective of reviewing progress to date and shaping a forward-looking vision for EU criminal law. Its purpose is to guarantee that the legal framework can effectively address emerging challenges—such as cybercrime, terrorism, and cross-border organised crime—while safeguarding fairness, fundamental rights, efficiency, and mutual trust within the EU Area of Freedom, Security and Justice.
The topics highlighted by CEP:
- Procedural criminal law: judicial cooperation and mutual recognition in criminal matters with a focus on Framework Decision 947
- Digitalisation of Criminal Justice
- Pre-trial detention and detention conditions

CEP Vice-President Daniel Danglades, Ambassador Gerry McNally and Policy Officer Mirka Jakesova participated in the Seminar on Framework Decisions 829 and 947 and their Impact on Alternatives in the EU organized under the EU project run by the Academy of European Law on 28-29 September in Bucharest, Romania. The seminar brought together judges, prosecutors, probation practitioners, academics, and policy experts to discuss the growing role of alternatives to detention within European criminal justice systems.

Representatives of the Confederation of European Probation (CEP) met with senior officials from the Catalan Department of Justice and Democratic Quality in Barcelona on 28 September 2026, alongside the opening of the sixth International Training School on Core Correctional Skills. The meeting offered an opportunity to recognise a longstanding partnership and discuss its continued development.
