CEP at the APPA Winter Academy 2025

From January 26–29, 2025, Iuliana Carbunaru, CEP Vice President, represented CEP at the American Probation and Parole Association (APPA) Winter Training Institute in Las Vegas, USA. With nearly 2,000 participants, the event provided a valuable platform for exchanging knowledge and best practices in probation and parole.

On January 27, CEP hosted the workshop Building International Bridges: Supporting Better Lives, where Iuliana shared insights on CEP’s efforts in international cooperation and their positive impact on probation services across Europe. On the same occasion, Pia Andersson, CEP Board Member, joined live from Helsinki to present on electronic monitoring, highlighting the work of the CEP Expert Group on Technology and recent developments in the field across Europe. Key topics included strategies for integrating electronic monitoring into probation in an effective and balanced manner, ensuring it supports rehabilitation without leading to net widening.

Engaging with colleagues from probation and parole services across the U.S. reinforced the importance of international collaboration. Under the Affiliation Agreement between CEP and APPA, we continue to strengthen our shared commitment to improving probation and parole practices worldwide.
