CEP at PC-CP 41st Working Group Meeting
On 14–16 April 2026, CEP Secretary General Jana Špero Kamenjarin represented CEP at the 41st meeting of the Working Group of the Council for Penological Co-operation (PC-CP) in Paris, France.
During the meeting, the group finalised the text of the revised Recommendation on foreign nationals in prison or under probation. CEP Vice-President Daniel Danglades is one of the Council of Europe experts involved in preparing this revision. The work continued with a review of the draft Explanatory Memorandum of the document.
The Secretariat presented a timeline for the revision of the Council of Europe Probation Rules. A first draft will be prepared by the Secretariat based on a survey prepared and analysed by the CEP Secretary General. Following this, Working Group members Danijela Mrhar Prelić (CEP Vice-President) and Iuliana Cărbunaru (former CEP Vice-President) will carry out the drafting. This will be the first document of this kind prepared without external experts.
The Working Group also presented the programme for the upcoming 31st Annual Conference of Directors of Prison and Probation Services, which will be held from 3–4 June 2026 in Malta.
The topics highlighted as priorities for the upcoming work period are:
- women
- older persons
- continuity of care between prison and probation
- prison labour

Recap: Workshop on Caseload and Workload

On 27 and 28 May 2026, Bucharest hosted the CEP Workshop on Caseload and Workload: Supporting Sustainable Probation Through the Human Dimension. With 40 participants representing 18 European jurisdictions, as well as delegates from South Korea, the workshop offered opportunities to exchange knowledge and develop strategies to manage the increasing caseload and workload in probation. Designed as an interactive space, it provided participants – practitioners, managers, researchers and experts – with reflections on current pressures within probation services and it explored practical, evidence‑informed solutions from across Europe.
