LIASE 2: strengthening local authorities

Led by European Form for Urban Security, partnered with (among others) CEP and co-funded by the European Union, the project “Local Institutions Against Extremism II” (LIAISE 2) seeks to strengthen the capacities of local and regional European authorities to prevent and tackle the issue of radicalisation leading to violent extremism.

LIAISE 2 gathers European cities and regions and develops cooperation throughout Europe within a dedicated network. This approach is in line with the alliance of European cities against violent extremism that was initiated jointly by Efus and the Congress of Local and Regional Authorities of the Council of Europe.

Elizabeth Johnston, Executive Director of the European Forum for Urban Security: “through the LIAISE 2 project, we want to strengthen the capacities of local and regional European authorities to prevent and tackle the issue of radicalisation leading to violent extremism. One of the themes to be addressed is their role in preventing radicalisation in prison and during probation. The partnership with probation organisations, such as the CEP, will facilitate the training of locally elected officials and their teams on this issue and provide support to the cities in their implementation of prevention actions.”

EuroPris has published a new report titled From Challenges to Solutions: Mapping European Strategies on Prison Overcrowding. The report provides an overview of how prison administrations across Europe are addressing prison overcrowding and their responses to it.

The mapping exercise was conducted between April and September 2025. It is based on structured survey responses from 33 national and regional prison administrations, representing approximately 80% of EuroPris members. The findings are complemented by expert interviews and institutional input.

A new practitioner guide is currently being piloted across the UK that aims to support professionals working with neurodivergent clients for more inclusive domestic abuse perpetrator interventions. The guide has been co developed for domestic abuse perpetrator intervention practitioners who work with neurodivergent clients, translating research findings into practical guidance for day to day practice.
