CEP at the 37th PC-CP in Malta
CEP participated at the 37th Working Group Meeting of the Council of Europe Council for Penological Co-operation (CoE PC-CP) from 4 – 6 February 2025. This meeting of the Working Group was organised in Valletta, Malta with the support of the Malta Department of Probation and Parole and Correctional Service Agency of Malta.
CEP was represented by Secretary General Jana Špero Kamenjarin and Board Member Daniel Danglades and Ms. Danijela Mrhar Prelic, CEP Board member and member of the PC-CP Working Group, participated very actively online.
During this meeting, the Working Group continued work on the revision of key Recommendations on prison education.
A new task for the group, the revision of Recommendations on foreigners in prison (and probation) was introduced. CEP Board Member Daniel Danglades, along with Prof. Roisin Mulgrew (Ireland) and Michael Sorger (Austria), will be one of the CoE experts working on this topic. It was advocated and accepted to include Probation in this Recommendation due to many cases in different member states. Danglades is chair of the joint CEP & EuroPris Expert Group Foreign nationals in Prion and Probation and Prof. Mulgrew is a member of the group.
During the meeting, participants discussed the next CDPPS in Krakow, Poland in September 2025 with the delegation of Poland.
On the last day of the meeting, all participants had the opportunity to visit the Prison in Malta. The group was welcomed by Mr. Christopher Siegersma, CEO of the Correctional Services Agency,
and his team. The group got insight of the functioning of this prison with 700 prisoners where 72 languages are spoken.
