Meet the preparatory group of the 13th Electronic monitoring

The preparatory group for the 13th Electronic Monitoring (EM) Conference is composed of distinguished professionals from across Europe, each bringing a wealth of expertise in the fields of probation, electronic monitoring, and criminal justice. Their collective role is to shape the conference’s programme, identify pertinent themes, and select leading speakers.

Professor Anthea Hucklesby, who serves as the chair of the group, is a renowned academic at the University of Birmingham and brings cutting-edge research in electronic monitoring and bail and Ana Cristina Neves, head of the Community Sanctions and Measures Division in Portugal, contributes decades of experience in rehabilitation and offender management.

Daniel Danglades, Deputy Head of the European and International Relations unit of the French Prison and Probation Services, offers expertise in European probation practices and international collaboration. Jef Verlinden, head of the Flemish Electronic Surveillance Centre (VCET) within the Justice and Enforcement Agency, contributes his experience in asylum, migration, and juvenile offender management, focusing on making a positive societal impact through collaboration and innovation. Jim Barton, Executive Director of HM Prison and Probation Service (UK), leads transformative projects including the expansion of EM, aiming to monitor 25,000 offenders by 2025, making his contributions invaluable for large-scale programme management.

Mariel Männiste, an advisor at the Ministry of Justice in Estonia, specializes in developing EM technology and probation systems, including creating digital tools for probationers. Finally, Pia Andersson, Senior Specialist at the Finnish Prison and Probation Service, is an expert in community sentences and alternative forms of imprisonment, managing both the EM project and the ProbationApp, which modernizes offender supervision practices.

Together, this team ensures the conference will address the most pressing and relevant issues in electronic monitoring today.
