Recap: Foreign Nationals in Prison and Probation
On Wednesday 31 January a members of the CEP/EuroPris Expert Network on Foreign Nationals in Prison and Probation got together for the first meeting in 2024. This meeting was a milestone one as new members of the network joined to introduce themselves to other network members as well as to get more detailed information on the work of the Expert Network in 2024 and 2025, streams of work, its event planning and involvement of the expert members. Both CEP and EuroPris launched a call to nominate new representatives and the network now has members from across Europe representing both prison and probation. Foreign nationals in prison and probation have been one of the longest-working expert networks and the topic is crucial to both fields.
During the past years, the network has been very active: three workshops, training on the CoE Recommendation, research on foreign national only prisons in Norway and The Netherlands, a presentation on outcomes to the CoE PC-CP plenary meeting, good practice collection and an e-learning module has been developed in cooperation with the CoE European Programme for Human Rights Education for Legal Professionals (HELP). EuroPris and CEP organized also a webinar and expert conferences.
The aims of the Expert Network are wide, covering the objectives of organizations, statutory and voluntary, working with their nationals imprisoned and on community sanctions abroad as well as foreign nationals of other countries, imprisoned or on community sanctions in their country. These needs are complementary and produce a shared perspective with common objectives and purposes focused on effective rehabilitation and resettlement, and the reduction of the risk of reoffending, based on European and international instruments, guidance and recommendations with a human rights perspective. The CEP & EuroPris FNPP Expert Network works collaboratively to improve the management and resettlement of FNPPs in European prisons by assisting in the collection, sharing and dissemination of information that provides value to interested individuals and groups, and CEP and EuroPris members.

CEP at UNODC: Contributing to the Development of Probation Services Worldwide

The Confederation of European Probation (CEP) was represented by its Secretary General, Jana Špero Kamenjarin, at the Expert Group Meeting on the Establishment of Probation Services and Probation Practices, organised by the United Nations Office on Drugs and Crime (UNODC) and held at the Vienna International Centre (VIC) from 12 to 14 October 2026.

14th Electronic Monitoring Conference, Electronic Monitoring in a Changing World – Perception vs Reality

On 6-8 October 2026, Antalya hosted the 14th Electronic Monitoring Conference “Electronic Monitoring in a Changing World – Perception vs Reality”. More than 350 participants coming from 32 countries across Europe and worldwide representing probation services, Ministries of Justice, victims´ services, EM providers, researchers as well as local participants representing the Turkish Prison and Probation Service gathered to discuss how electronic monitoring (EM) is understood by all stakeholders involved including the victims and the public, and how these perceptions compare to the evidence and experiences of those affected. While the gap between perception and reality in electronic monitoring has been recognised for over a decade, the rapid expansion of EM into areas such as victim protection, high-risk supervision and digital innovation has brought new challenges and questions to the forefront.

Core Correctional Skills in Digital Probation: highlights from the 6th ITSCCS in Barcelona

The sixth International Training School on Core Correctional Skills (ITSCCS) took place in Barcelona from 28 September to 2 October 2026, bringing together 26 participants for a week of learning, practical training and international exchange. Organised by the Confederation of European Probation (CEP) and the Centre for Legal Studies and Specialised Training (CEJFE), the programme focused on “Clicks and Empathy: Core Correctional Skills in Digital Probation.”

Recap: ERA workshop on Framework Decisions 829 and 947 in Bucharest

CEP Vice-President Daniel Danglades, Ambassador Gerry McNally and Policy Officer Mirka Jakesova participated in the Seminar on Framework Decisions 829 and 947 and their Impact on Alternatives in the EU organized under the EU project run by the Academy of European Law on 28-29 September in Bucharest, Romania. The seminar brought together judges, prosecutors, probation practitioners, academics, and policy experts to discuss the growing role of alternatives to detention within European criminal justice systems.

CEP and Catalan justice leaders reaffirm longstanding cooperation

Representatives of the Confederation of European Probation (CEP) met with senior officials from the Catalan Department of Justice and Democratic Quality in Barcelona on 28 September 2026, alongside the opening of the sixth International Training School on Core Correctional Skills. The meeting offered an opportunity to recognise a longstanding partnership and discuss its continued development.
