Žilvinas Miliauskas is highly experienced within the Lithuanian Penal and Probation Systems, boasting over 15 years of progressive service. Specializing in international project management, institutional reforms, and high-level strategic advisory.

For the past four years, he has served as Advisor to the Director General of the Probation Service, directly overseeing the institution’s International Affairs and Project Portfolio.
Žilvinas has a proven track record of securing and managing significant, grant-funded initiatives, most notably the successful direction of the Norway Grants-funded project, “The improvement of the quality of Lithuania’s Penal system“. This large-scale effort focused on implementing innovative work models in the probation sector and strengthening complex inter-institutional cooperation across the justice system.
His expertise is further demonstrated by his experience in implementing educational tools within the prison system, active participation in more than ten international panel discussions and conferences as a speaker, and membership in working groups related to penal system development and reform.
In October 2025, Žilvinas was elected the CEP Board member for the upcoming 3 years.
