Line Elisabeth Wilberg
Line Elisabeth Wilberg is Director of the Department for Correctional Services at the Norwegian Directorate of Correctional Service (KDI). She has more than 25 years of experience in the Norwegian public administration, including senior leadership positions within the correctional services, the Norwegian Tax Administration, and the Immigration Appeals Board.

Her professional focus is on developing evidence-based correctional policies and practices, strengthening rehabilitation and reintegration efforts, and fostering collaboration across sectors and agencies. She has extensive experience in international and Nordic cooperation and has represented Norway in several OECD and cross-sectoral initiatives aimed at improving governance, coordination, and strategic development.
Line is passionate about building effective and humane correctional systems that support reintegration and public safety. Line is deeply committed to promoting humane and effective correctional systems that support individuals’ change and social inclusion while ensuring community safety. She is recognised for her strategic mindset, strong communication skills, and ability to connect people and ideas across disciplines , and her ability to build trust and networks across professional and cultural boundaries.
She holds a Master of Law degree from the University of Oslo.
In October 2025 Line was elected the CEP Board member.
