Eva Maria Fernandes holds a Law Degree from the University of Lisbon (1987), a Higher Education Course in Legal Medicine (1990), and a Postgraduate Degree in Child Protection from the University of Coimbra (1998).

She currently serves as Deputy Director-General of the Directorate-General of Rehabilitation and Prison Services (DGRSP) since August 2025 and is a senior advisor in the probation officer career. Previously, Eva Maria held several leadership positions within DGRSP, including Director of Technical Advisory and Community Sentence Enforcement Services (2013–2025), Director of Penal Services (2008–2013), and Director of Technical and Operational Coordination Services (2001–2007).
Eva has extensive experience as probation officer, trainer, and guest lecturer in postgraduate programs, particularly in criminology and social reintegration.
She has coordinated and participated in numerous national and international working groups, legislative studies, and EU-funded projects, contributing to the modernization of Portugal’s penal and probation systems, and is actively engaged in bilateral cooperation programs with Portuguese-speaking countries and represented the Ministry of Justice in multiple institutional forums.
Eva Maria completed advanced public administration courses (CADAP, FORGEP) and participated in international conferences organized by CEP, EuroPris, and ICPA.
She published several works on family intervention, child development, and violence prevention.
In October 2025, she was co-opted the CEP Board member.
