ProtectEU: Commission presents new counterterrorism agenda
On 26 February 2026, the European Commission presented ProtectEU, a renewed EU counterterrorism agenda aimed at strengthening the Union’s capacity to prevent, detect and respond to evolving terrorist threats.
The initiative responds to a changing security landscape, characterised by increasing online radicalisation, the use of emerging technologies, and the growing links between terrorism and organised crime. The Commission emphasises the need for a more coordinated and forward-looking approach across Member States.
The agenda focuses on several key priorities, including improved intelligence-sharing and threat anticipation, enhanced prevention of radicalisation (particularly in digital environments), stronger protection of public spaces and critical infrastructure, and more effective disruption of terrorist financing, including through new financial technologies. It also highlights the importance of cooperation with online platforms to address terrorist content and the need to reinforce partnerships at both EU and international level.
Overall, ProtectEU seeks to reinforce resilience and ensure a more integrated and proactive European response to terrorism.

CEP at the 2026 European Symposium on Detention Houses

On 21–22 April 2026, CEP participated in the 2026 European Symposium on Detention Houses organised by RESCALED in Tirana, Albania.
Held under the theme “Sustainability and Justice”, the Symposium focused on promoting detention houses as a sustainable and humane alternative to large-scale prison institutions, bringing together justice practitioners from across Europe to discuss innovative approaches to detention and reintegration.

The meeting marked the beginning of a new working cycle for the network, under the leadership of its Chair, Cédric Le Bossé, and provided an important opportunity to collectively reflect on its future direction.

CEP Member visit to the Probation Service in Albania

On 22 April 2026, the Confederation of European Probation carried out a member visit to the Probation Service in Albania, where the delegation was warmly welcomed by Ms Irma Bime, newly appointed Director General for Probation, Mr Eris Sheshi, Director of Electronic Monitoring and Ms Drisilda Memollari, Head of the Probation Office in Tirana.
CEP was represented by Ms Jana Spero Kamenjarin, Secretary General, and Mr Daniel Danglades, Vice President.
