CEP and APPA webinar: Integrity of Performance: Ensuring Meaningful and Ethical Outcomes

Confederation of European Probation (CEP) and American Probation and Parole Association (APPA) hosted the second joint webinar on 24 March 2026, this time on “Integrity of Performance: Ensuring Meaningful and Ethical Outcomes”.

The overarching theme of integrity of performance was explored through two distinct perspectives on this fundamental concept.

Chris Cirrito addressed the conceptual and universal principles that shape the operational environment and organizational culture in which ethical performance can flourish. The Three Lines Model, which provides the structure for accountability and oversight, served as the foundation for introducing this collaboratively functioning framework designed to ensure meaningful and ethical outcomes. Building integrity of performance relies on establishing clear policies and expectations, implementing risk‑based monitoring, ensuring reliable and verifiable performance data, and maintaining independent evaluation and assurance.

Prof. Ioan Durnescu examined the indicators that underpin the next generation of performance stressing the three generations of performance indicators: 1st Control and Compliance, 2nd Rehabilitation and Desistance, 3rd Organisational Thriving. He highlighted that performance indicators are not technically neutral as every indicator embeds a theory of what community supervision is for. The three-generation framework is not a linear progression that all systems must follow at the same pace. It is, rather, a map of what is possible when organisations are honest about their ambitions.

 The second joint webinar represents a further step forward in our transatlantic partnership. Under the Biennial Action Plan, CEP and APPA will co-host a series of webinars and podcasts designed to foster meaningful exchange between U.S. states and European jurisdictions. The goal is to share best practices, spark innovation, and strengthen community corrections on both sides of the Atlantic.
