CEP Expert Group on Technology – online network meeting

On Tuesday, 28 April 2026, the CEP Expert Group on Technology hosted an online network meeting introducing the newly finalised Practice Recommendations on Artificial Intelligence and Emerging Technologies in Probation.

Building on the Practice Recommendation regarding Technologies in Probation published in 2024, the expert members highlighted that AI is already widely used in society and, to varying degrees, within the field of criminal justice, and that its use in probation work is likely to expand further. This was confirmed by a poll showing that around half of the participants are already using AI in probation, including to support administrative, policy, and analytical work; within client management systems to assist frontline staff; for communication purposes such as translation; as well as for training and rehabilitation or programme work.

The meeting presented the main EU legislation related to AI and showcased practical case examples of AI use in assessment, transcription, and training. Group discussions explored the greatest potential of AI in probation, concerns related to its introduction from the perspectives of frontline practitioners and clients, and the sharing of innovative practices across jurisdictions. These discussions confirmed a shared understanding that AI should serve as an assisting tool—supporting the reduction of administrative burdens, the analysis of large data sets, and the development of training—while never replacing human judgment, professional discretion, or meaningful human interaction.
