14th Electronic Monitoring Conference

This year’s conference is held under the theme “Electronic Monitoring in a Changing World – Perception versus Reality”. It invites participants to examine how electronic monitoring (EM) is understood by policymakers, practitioners, victims, communities, and the wider public and how those perceptions measure up against evidence, operational realities, and lived experience.

As EM becomes increasingly embedded in justice systems across Europe and beyond, its applications extend into ever more complex territory: high-risk supervision, victim protection, digital transformation, and emerging biometric technologies. These developments generate significant expectations, but they also raise pressing questions about effectiveness, proportionality, ethics, and the human relationships that remain at the heart of just outcomes.

The year’s programme will bring together practitioners, researchers, policymakers, victims’ organisations, and technology experts for three days of plenaries, workshops, and thematic discussions. Delegates will explore the gap between perception and practice; the experiences and needs of victims; the role of digital tools in human-centred justice; and the opportunities and risks posed by biometric innovation across diverse cultural contexts.

We look forward to welcoming colleagues from across the criminal justice field to this landmark event in the European EM calendar.

Workshop 1: Electronic Monitoring and the Prevention of Violent Extremism

This interactive workshop explores how EM can support prevention, supervision, and reintegration in complex cases. Participants will examine how safeguards, partnerships, and clear objectives can ensure ethical, proportionate, and effective use of monitoring technologies.

Workshop 2: Electronic Monitoring and Victims’ Perceptions

This session focuses on the practical application of EM in victim protection. Participants will explore how monitoring technologies can enhance safety, confidence, and autonomy when implemented in partnership with victims and practitioners.

Workshop 3: Human Centred Justice in the Digital Era

This workshop examines how digital tools—such as electronic monitoring, decision-support systems, and digital case management—can strengthen justice practice while reinforcing professional judgement, transparency, and trust.

Workshop 4: Bridging worlds: From Technical Innovation to Cultural Integration

This session explores the cultural, ethical, and institutional factors influencing the adoption of technologies. Participants will consider responsible, culturally aware implementation strategies that support reintegration, reduce stigma, and uphold human dignity.

Social Programme

A social programme will be organised to allow participants to experience Antalya and connect with fellow attendees.

Tuesday Evening 6 October – Reception

A welcome reception will take place at the ATGV Antalya Education and Social Facility, where participants can enjoy a relaxed evening with live music.

Wednesday 7 October – Excursion and Dinner

After the conference programme, an excursion will be organised to visit the Düden Waterfall, one of Antalya’s natural attractions.

Following the visit, participants will continue to Antalya’s historic Old Town (Kaleiçi) for a short walk through the historic centre, so please keep this in mind when choosing your footwear.

From there, the group will go directly to the dinner location.

Cancellation Policy

  • Cancellations made before 1st May 2026: Full refund.
  • Cancellations made from 2nd May to 1st September 2026: 50% of the registration fee will be refunded.
  • No-shows or cancellations after 1st September 2026: Full registration fee is non-refundable.

Venue

The conference will be hosted at the ATGV Antalya Education and Social Facility in the Kundu area of Antalya. The venue combines conference facilities, on-site accommodation and recreational areas, all located close to the Mediterranean coast.

Accommodation

Conference participants have the opportunity to stay at the ATGV Antalya Education and Social Facility, a large training and conference complex located in the Kundu area of Antalya, close to the beach. The facility is situated on an extensive campus that combines accommodation, meeting facilities, sports areas and recreational spaces.

For logistical convenience and to ensure easy access to all conference sessions and activities, we strongly recommend booking your accommodation at ATGV Antalya, the conference venue. Staying at ATGV offers a convenient and comfortable environment where participants can easily combine the conference programme with relaxation and informal networking.

The accommodation fee is €120 per person, which includes:

  • Breakfast, lunch and dinner

  • Access to the facility’s recreational areas, including:

    • Swimming pools

    • Sports facilities (tennis, basketball, volleyball and soccer– equipment available)

    • Children’s playgrounds

    • Private beach access

Participants are welcome to bring family members, who can stay at the facility as well.

Accommodation can be booked between Saturday 3 October and Sunday 11 October. Participants may stay up to three additional days around the conference dates, subject to availability.
