CEP at EL PACCTO Webinar
On 25 February 2026, the European Union–funded EL PACCTO 2.0 Programme (Technical Assistance against Transnational Organised Crime) organised a webinar on alternative measures in the Caribbean.
In 2025, EL PACCTO 2.0 conducted a comprehensive assessment of alternative measures across the Caribbean region. During the webinar, programme experts presented the key findings of this study and facilitated an exchange among probation and parole professionals on recent developments, challenges, and best practices.
The Confederation of European Probation (CEP) was pleased to note that one of EL PACCTO 2.0’s leading experts is former CEP Secretary General, Leo Tigges.
The webinar also featured a presentation on the work of Caribbean Association of Probation and Parole (CAPP), a regional organisation established in 2024 to strengthen cooperation among probation and parole services in the Caribbean. In addition, Jana Spero Kamenjarin, the Secretary General of Confederation of European Probation (CEP) introduced CEP’s work and highlighted the importance of international collaboration in advancing effective probation practices. She shared good examples of probation development with the help of the CEP – oldest and largest umbrella network for probation organisations in Europe.
Participants explored “what works” in probation, shared practical experiences, and discussed the implementation of alternative measures within both Caribbean and European probation systems. The webinar reaffirmed the value of cross-regional dialogue in promoting evidence-based approaches and strengthening probation services worldwide.
