CEP at 15th PC-CP Plenary meeting
From 18-20 November 2025, 15th Plenary Meeting of the Council for Penological Co-operation took part in Council of Europe, Strasbourg. CEP was represented by President Annie Devos, Vice-Presidents Danijela Mrhar Prelic (PC-CP member) and Daniel Danglades and Secretary General Jana Spero Kamenjarin.
CEP SG Jana Spero Kamenjarin presented Survey and upcoming revision of the Council of Europe Probation Rules. She presented preliminary results of the Survey, based on responses from 13 countries. All CoE countries are asked to respond to the Survey latest by 15 December 2025.
CEP Vice President Daniel Danglades, experts on  Revision of CM Recommendation CM/Rec(2012)12 concerning Foreign Prisoners and its Explanatory Memorandum, presented draft text regarding the Probation within this Recommendation.
During the Plenary Meeting Program, text of the Draft CM Recommendation on Education in Prison and its Draft Explanatory Memorandum was finalised. Participants had opportunity to listen to Prof. Marcelo Aebi about SPACE statistics, presentation from EFRJ on Restorative Justice and presentation regarding Women in prison. CEP SG contributed by highlighting importance of women in probation.
Discussion was on also on outcomes of the 30th CDPPS in Poland and preparation of the 31st CDPPS Â that will be held on 3-4 June 2026 in Valletta, Malta.

CEP and Catalan justice leaders reaffirm longstanding cooperation

Representatives of the Confederation of European Probation (CEP) met with senior officials from the Catalan Department of Justice and Democratic Quality in Barcelona on 28 September 2026, alongside the opening of the sixth International Training School on Core Correctional Skills. The meeting offered an opportunity to recognise a longstanding partnership and discuss its continued development.

The 22nd episode of Division_Y features Bernd Kammermeier from Rostock, Mecklenburg-Western Pomerania.
Bernd is a unionist, practitioner and academic expert on supervision of conduct (Führungsaufsicht) in Germany. His recent PhD thesis examines the development and legal framework of this important instrument.

CEP at Kick-off Meeting for the 2026 Operating and Action Grants

On 16 and 17 October, the Project and Policy Officers of the European Commission’s Directorate-General for Justice and Consumers (DG JUST) organised the Kick-off Meeting for the 2026 Operating and Action Grants. Opened with a video message from Commissioner McGrath, the meeting covered a range of topics related to project management, including reporting requirements and horizontal priorities such as gender mainstreaming, EU values, and the EU survey. Last but not least, participants were presented with the future developments of AgoraEU and the Justice Programmes under the new Multiannual Financial Framework (MFF) starting in 2028.Â
