Expert Group of CEP and EuroPris, on Foreign Nationals in Prison and Probation (FNPP) 2026

On 7 and 8 September 2026 the joint Expert Group of CEP and EuroPris, on Foreign Nationals in Prison and Probation (FNPP), came together in The Hague for a valuable exchange of ideas, experiences, and expertise on one of the most important challenges facing prison and probation services across Europe.

On the agenda of the meeting were topics such as Explanatory Memorandum of the CoE Recommendation on Foreign Nationals in Prison and Probation, revision of the HELP e-learning module regarding managing the foreign nationals, collection of good practices across Europe, transfers and continuity of support, last but not least future work of the expert group. We were also pleased to welcome 𝗔𝗻𝗱𝗿𝗲𝘄 𝗦𝗺𝗮𝗹𝗹, who introduced 𝗧𝗵𝗲 𝗦𝘁𝗼𝗶𝗰 𝗣𝗿𝗼𝗷𝗲𝗰𝘁, an innovative initiative using Stoic philosophy to support wellbeing, personal responsibility, and positive behavioural change among people in prison.

Working effectively with foreign nationals requires addressing challenges related to language and culture, legal and immigration status, access to rehabilitation services, reintegration pathways, and continuity of support following release or transfer. Meeting these challenges is essential for safeguarding rights and wellbeing, supporting successful rehabilitation, reducing reoffending, and ensuring the effective functioning of prison and probation services. A common theme throughout the discussions was the importance of translating recommendations, knowledge, and shared experiences into practical tools that support professionals in their day-to-day work.
