Online Expert Group Meeting on Gender Based Violence in Probation
The CEP Expert Group on Gender-Based Violence in Probation convened online on 30 April 2025 to advance its thematic work on conceptual, operational, and practice-related issues concerning gender-based violence (GBV) within probation services across Europe.
The meeting brought together expert group members representing probation services, justice institutions, academia, and CEP leadership, ensuring a multidisciplinary and transnational perspective.
The meeting was opened by Jana Špero, CEP Secretary General, who welcomed participants and outlined the purpose and objectives of the session. Emphasis was placed on the strategic relevance of addressing gender-based violence within probation practice, the added value of comparative European expertise, and the importance of structured collaboration within the expert group. The objectives included reviewing progress to date, consolidating conceptual approaches, and identifying next steps for continued expert work.
Anna Esquerrà Roqueta, CEP Policy and Liaison Officer, provided an update on relevant CEP activities and policy developments. This included information on ongoing and upcoming CEP initiatives related to gender-based violence, probation practice, and European cooperation. The update contextualised the expert group’s work within broader CEP priorities and highlighted opportunities for alignment with policy, advocacy, and dissemination efforts at European level.
Professor Kieran McCartan presented a conceptual framework addressing gender-based violence in the context of probation. The presentation focused on key definitional elements, typologies of gender-based violence relevant to probation caseloads, and the implications for assessment, supervision, and intervention. Particular attention was given to the identification of needs—both of individuals under probation supervision and of probation organisations—in order to inform effective, evidence-informed responses.
Expert group members presented the work undertaken within their respective subgroups. These presentations provided an overview of progress made, preliminary findings, and emerging themes linked to gender-based violence in probation practice across different jurisdictions. The exchange enabled mutual learning, highlighted similarities and divergences in national approaches, and supported the identification of common challenges and good practices.
The Chair summarised the work presented and reflected on key points emerging from the subgroup discussions. The summary underscored the importance of continued structured collaboration and coherence across subgroups. Information was provided on upcoming online meetings, which will serve to further develop the conceptual and practical outputs of the expert group and to refine deliverables.
In closing the meeting, Professor McCartan highlighted the constructive engagement of expert group members and reiterated the relevance of the group’s work for strengthening probation responses to gender-based violence at European level. The meeting concluded with confirmation of next steps and appreciation for the continued commitment of participants.
