CEP at 29th CoE CDPPS in Bulgaria
CEP actively participated in the 29th Council of Europe Conference of Directors of Prison and Probation Services (CDPPS) held in Sofia, Bulgaria, from June 23-25. The event, themed “Human Rights, Democracy, and the Rule of Law at the Heart of Prisons and Probation,” saw the participation of 150 delegates from 30 countries. This event was opened with presentations by Bulgaria’s Minister of Justice, Ms. Maria Pavlova, and Mr. Ivaylo Yordanov, General Director for the Execution of Sanctions.

The event, themed “Human Rights, Democracy, and the Rule of Law at the Heart of Prisons and Probation,” saw the participation of 150 delegates from 30 countries. This event was opened with presentations by Bulgaria’s Minister of Justice, Ms. Maria Pavlova, and Mr. Ivaylo Yordanov, General Director for the Execution of Sanctions.
CEP board members were also present and participating. The CEP President, Ms. Annie Devos, delivered a presentation in Workshop 5 on the role of victims in the rehabilitation process. Secretary General, Ms. Jana Spero moderated Workshop 3 on net-widening in probation, with panellists including Board member Mr. Daniel Danglades and honorary member Professor Fergus McNeill. Board member Ms. Danijela Mrhar Prelic moderated Workshop 2 on prisoners’ autonomy. During the event, Poland, a new member, announced they would host the next CDPPS in 2025.
CEP congratulates Bulgaria, especially CEP expert Ms. Nadya Radkovska, for the excellent organization and hospitality.

CEP and Catalan justice leaders reaffirm longstanding cooperation

Representatives of the Confederation of European Probation (CEP) met with senior officials from the Catalan Department of Justice and Democratic Quality in Barcelona on 28 September 2026, alongside the opening of the sixth International Training School on Core Correctional Skills. The meeting offered an opportunity to recognise a longstanding partnership and discuss its continued development.

The 22nd episode of Division_Y features Bernd Kammermeier from Rostock, Mecklenburg-Western Pomerania.
Bernd is a unionist, practitioner and academic expert on supervision of conduct (Führungsaufsicht) in Germany. His recent PhD thesis examines the development and legal framework of this important instrument.

CEP at Kick-off Meeting for the 2026 Operating and Action Grants

On 16 and 17 October, the Project and Policy Officers of the European Commission’s Directorate-General for Justice and Consumers (DG JUST) organised the Kick-off Meeting for the 2026 Operating and Action Grants. Opened with a video message from Commissioner McGrath, the meeting covered a range of topics related to project management, including reporting requirements and horizontal priorities such as gender mainstreaming, EU values, and the EU survey. Last but not least, participants were presented with the future developments of AgoraEU and the Justice Programmes under the new Multiannual Financial Framework (MFF) starting in 2028.
