Lucia Castellano graduated in law at Federico II Naples University. Her professional career began in 1991. She worked as a Deputy Governor of Genova Marassi Remand prison, Governor of Eboli, Vallo Della Lucania and Sala Consilina prisons, Governor of Milano Bollate prison II, Vice-President of the Special Prison Commission and member of the Commission for territory and infrastructures, and Regional Counsellor of Lombardia.

In 2016 she was appointed a Director-General of the Directorate General for community sanctions and probation with the Department of Juvenile Justice and Probation.

She is an author of numerous publications and served as a Member of the national observatory on drug addiction with the Ministry of Justice, a Member of the Regional Commission for the experimental project of a self-managed prison at the Regional Directorate of the penitentiary administration and a Member of the Regional Commission for the training of administrative staff and of Penitentiary police at the Regional Directorate of Naples. She is fluent in English and French.

Since 2017 she has been the CEP Board Member.
