Probation and restorative justice as alternatives to detention within the European Framework

With more than 5 million inhabitants, the Slovak Republic ranks among jurisdictions with a high probation and prison population rate. Over the years, there have been efforts to establish an independent Probation and Mediation Service – the organization to lead the execution of probation and mediation activities at all stages of criminal proceedings. Currently, probation and mediation activities are provided by Probation and Mediation Officers operating at district courts.  

The aim of the conference is to address the topic of alternatives to detention including pre-trial detention with a focus on its application and implementation in practice, the role of restorative justice in the process of rehabilitation and its engagement within the probation activities. 

The conference will start with the welcome reception organized by the Slovakian Ministry of Justice that will take place on 23 May 2023 at the Historical Building of the National Council of the Slovak Republic. All participants are invited to attend.  

Programme

The programme will comprise a series of plenaries that will discuss the position, development and execution of probation and mediation activities in Slovakia, new approaches to the offenders´ rehabilitation from the Czech perspective, effectiveness and usefulness of alternatives in Belgian practice as well as it will provide an overview of alternative sanctions in Europe. Lessons learned including current and future challenges will be shared in an interactive round table session with experts providing perspectives from 4 EU jurisdictions. The practical workshops will enrich participants´ knowledge of communication as a primary professional skill and continuous development of probation services. A World Café session will host a large group dialogue and actively engage participants to share their views, experience and knowledge on various aspects related to the use of alternatives.
