The prison population in the USA and EU continues to rise year on year. There are over 2.3 million prisoners in the United States and over 600.000 in the European Union. Almost all of these people will be returning to their communities on release. A very high proportion will not have a job. Without work they are far more likely to re-offend. The scale of the problem has reached a point where more effective solutions are needed. But which solutions are best? The National Transitional Jobs Network (NTJN, USA) and the Centre for Economic & Social Inclusion (CESI, UK) organise the conference The journey to inclusion: prisoner re-entry, employment and crime reduction in Washington, 7-8th of October, which will address a wide variety of topics.
Are current transitional employment programmes and social enterprises working and how have they evolved? What policy tools are most effective at linking ex-offenders with work in a highly competitive jobs environment? How are local governments and service providers coordinating employment, training, health, housing, and transportation systems for those returning to the community?
